This thesis discusses the effectiveness of Implementation of Article 9 Paragraph (1) of Pontianak City Regulation No. 7/2012 on the Amendment of Pontianak City Regulation No. 7 Year 2011 on the Addition of Capital Investment of Pontianak Municipal Government to Regional Owned Enterprise of Pontianak City in the Distribution of UMKM Credit ( Study In PD BPR Bank Pasar Kota Pontianak). This study uses normative juridical and analytical descriptive. From the results of this thesis research obtained the conclusion Implementation of article 9 paragraph (1) city regulation pontianak number 7 of 2012 in relation to the channeling of UMKM credits in PD. BPR Bank Pasar in Pontianak City, PD. BPR Bank Pasar Kota Pontianak as one of the Regional Owned Enterprises which is allowed to try in banking sector, where the Regional Regulation of Pontianak City Number 9 Year 2008 About Amendment To The Local Regulation Number 12 Year 2001 About The Change Of Name And The Form Of The Law Of The PD. BPR Bank Pasar Kota Pontianak Becoming a Limited Liability Company (PT) BPR Pontianak City, approved by the Pontianak Provincial People\u27s Legislative Assembly authorizes the Pontianak Municipal Government as a shareholder and has the duty and function of developing the economy and mobilizing regional development through the Rural Bank activities and is a source of Local Original Income. In the latest regulation mandated in Article 9 Paragraph (1) of Pontianak City Regulation No. 7 of 2012 on the Amendment of Regional Regulation of Pontianak City No. 7 Year 2011 About The Addition of Capital Investment of Pontianak Municipal Government In Pontianak City Owned Enterprises In the Distribution of MSME Credit The amount of regional equity participation in PD. BPR Bank Pasar Kota Pontianak is Rp. 6.425.209.719 (Six billion four hundred twenty five million two hundred nine thousand seven hundred nineteen rupiah). In its development, PD. BPR Bank Pasar Kota Pontianak is increasingly accepted by the community so that the funding is bigger. This can be seen from the increase in lending to the people of Pontianak every year. As seen in the credit amount given in September 2015 Rp. 23,224,384,000, - increased to Rp. 33,566,662,000, - in Sepetember 2016.
